Home seekers in Zengeza 3 have been placed on high alert after the Municipality of Chitungwiza warned of illegal land syndicates targeting desperate buyers. The scammers are reportedly advertising residential stands using fake site plans, forged municipal stamps, and closed WhatsApp groups designed to appear legitimate.

FRAUD WARNING: Acting Town Clerk J. Nemuseso confirms that Council has NOT authorized any individual, syndicate, or company to peg or sell land in Zengeza 3.

Authorities say unsuspecting residents risk losing thousands of dollars to the scheme. The Municipality has stressed that it has not authorized any individual, company, or land broker to allocate or sell stands in the affected area and is urging the public to verify all land transactions before making any payments.

Illegal land barons are increasingly targeting open spaces, wetlands, and undeveloped land parcels around Zengeza 8 Primary School, falsely presenting them as officially approved residential stands within Zengeza 3. These areas are being illegally demarcated and marketed as ready-to-build housing opportunities, despite lacking any municipal approval, servicing, or legal allocation. According to authorities, these syndicates rely on forged site plans, fake municipal stamps, and closed WhatsApp groups to create a false sense of legitimacy and urgency. Residents are being urged to verify all land offers directly with the Municipality of Chitungwiza before making any payments, as the Council has not authorized any private individuals or agents to sell or allocate land in the area.

Shadow WhatsApp Groups Fraudulent stands are being marketed exclusively through closed WhatsApp groups. This tactic is designed to create a false sense of exclusivity and urgency while evading the scrutiny of law enforcement and legitimate property regulators.
Forged Site Plans & Fake Stamps Scammers are circulating highly sophisticated, fraudulent site plans adorned with fake municipal stamps. The Chitungwiza Municipality engineering and planning departments have confirmed these documents are entirely fabricated.
The US$300 "Offer Letter" Trap Victims are being coerced into paying an immediate, non-refundable fee of US$300 to "secure" a fake offer letter. The Municipality warns that it is not currently issuing any offer letters for this area, making these documents worthless.

The Municipality categorically dissociates itself from these illicit dealings and warns the public against third-party brokers.

Council has not subcontracted the allocation of residential stands.
