Chitungwiza Urges Property Owners to Confirm Ownership and Protect Their Land from Disputes

Property Owners in Chitungwiza Urged to Verify Ownership Records Before Problems Arise

Chitungwiza Municipality has issued an urgent directive for local property owners to inspect their property files immediately. Housing Director Ms. Hazel Sithole made the critical call during the 2027 Budget Stakeholder Consultation at the Chitungwiza Council Chamber.

A stack of official property deeds, municipal records, and legal housing documents
SECURING TENURE: With the implementation of SI 76 of 2025 and local battles against land barons, verifying municipal property files has never been more critical for Chitungwiza residents.

However, taking a deeper look into this announcement reveals a confluence of regional challenges. The localized urge aligns directly with Zimbabwe's broader Title Deeds Validation and Securitisation Programme (SI 76 of 2025), while locally, the council battles corruption, delayed infrastructure, and a massive shift towards a digitized national land registry.

The Council's Call to Action

Addressing stakeholders at the 2027 Budget Consultation, Housing Director Ms. Hazel Sithole emphasized that maintaining accurate records is a shared responsibility to prevent administrative inconsistencies.

Action Required Property owners must inspect their property files to verify that all personal and land ownership documentation is perfectly accurate within the municipal ledger.
Leadership Integrity Clouds Public skepticism remains high. Ms. Sithole herself has faced multiple arrests and suspensions for criminal abuse of office over allegations of bypass-allocating commercial stands. This history makes file verification doubly critical for residents to ensure their records are legally binding.

The National Digitisation Push

At the national level, Chitungwiza's localized urge aligns seamlessly with the central government's sweeping Title Deeds Validation and Securitisation Programme.

The 24-Month Validation Window

The Deadline

The Ministry of Justice gave property owners a strict 24-month window to validate physical deeds so they can be converted into digitally secured database records.

The Penalty of Inaction

While no property will be forfeited to the State for missing the deadline, unvalidated paper deeds will no longer be legally recognized for future property transactions (selling, transferring, or collateral use).

Fighting Local Fraud

Chitungwiza has historically faced heavy scrutiny over illegal land allocations, fraudulent site plans, and parallel documentation engineered by unscrupulous "land barons" and corrupt council officials.

Zengeza 3 Warning: Just months prior, the Municipality issued stern warnings regarding fraudulent land sales in Zengeza 3, where buyers paid for properties using unauthorized, fake site plans. Verifying your file ensures you are not holding parallel, unrecognized documents.

The Nyatsime Legacy

A key trigger for intense resident scrutiny at these budget consultations is the legacy of stalled housing developments like the Nyatsime Housing Scheme.

Barred from Development Many residents who purchased stands in Nyatsime years ago hold valid initial paperwork but have been barred from developing or moving onto their stands due to a complex web of land invasions and systemic delays.
Pressure on Council Property inspections at district offices are being leveraged by residents to put pressure on the council to resolve double-allocations and clear up who officially owns what.

Council Cession vs. Title Deeds

The verification process looks different depending on the property's status. The vast majority of the Chitungwiza real estate market consists of high-density stock under Council Cession rather than full deeds.

Why Verification Matters by Area

Seke Units (L–P)

Mix of Council Cession & Title Deeds. Ensure the change of ownership was fully captured in the municipal ledger to block double-allocation.

Zengeza 1–3 & 5

Predominantly Council Cession. Crucial to check that local housing file metrics exactly match the receipts and offer letters issued.

Zengeza 4 (Low Density)

Mix; Title Deeds common. Needs to be cross-checked with both Chitungwiza Municipality and the national Deeds Registry under the new digital security rollout.

Where To Inspect Your Files

To decentralize the process and safeguard your investments, Chitungwiza Municipality has opened up property file inspections at four primary district offices.

Designated Council District Offices Property owners can complete this verification by visiting the Council's district offices in Zengeza, St Mary’s, Seke South, and Seke North.
What to Bring Ensure you bring your National ID, original offer letters or deeds, and your latest municipal utility bills to facilitate a smooth verification process. Prevent potential property disputes by acting today.
